Is Skyline Bureau legit? Like, are they a real publisher or more of a self-publishing service with extra steps?

They're more of a hybrid. They offer a ton of services you'd usually have to piece together yourself for self-publishing, but they also do full publishing. It's not like a traditional publisher that just takes your manuscript and handles everything for free, if that's what you mean.
